The Biden administration plans to enforce a new rule that will require creators of significant artificial intelligence systems to reveal their safety test outcomes to the government.

The White House AI Council has a scheduled meeting on Monday to assess the advancements made on the executive order signed by President Joe Biden three months ago, which aims to regulate the rapidly developing technology.

One of the primary objectives within the 90-day timeframe set by the order was for AI companies to comply with the Defense Production Act by providing the Commerce Department with important data, such as safety test results.

In an interview, Ben Buchanan, a special adviser on artificial intelligence for the White House, stated that the government’s priority is to ensure the safety of AI systems before they are made available to the public. The president has emphasized the importance of companies meeting this standard.

The software industry is dedicated to a specific set of categories for safety evaluations, however, there is currently no requirement for companies to adhere to a universal standard for these tests. In accordance with an executive order signed by Biden in October, the National Institute of Standards and Technology will establish a consistent framework for assessing safety.

The use of AI has become a top priority for the federal government in terms of both economic and national security. This is due to the significant investments and uncertainties surrounding the recent introduction of advanced AI tools like ChatGPT, which have the ability to create text, images, and sounds. The Biden administration is currently exploring potential legislation with Congress and collaborating with other countries and the European Union to establish regulations for effectively managing this technology.

The US Department of Commerce has created a tentative regulation regarding American cloud companies that offer servers to AI developers in other countries.

Nine government organizations, such as the Department of Defense, Transportation, Treasury, and Health and Human Services, have conducted evaluations to determine the potential risks associated with implementing AI in vital national infrastructure such as the power grid.

The government has increased the recruitment of professionals in AI and data science within federal agencies.

Buchanan stated that AI has the ability to bring about significant changes and has great potential. He clarifies that their goal is not to disrupt the current state of affairs, but rather to ensure that regulatory bodies are equipped to handle this advancing technology.
